Scientific abstract and context

Prospective Health evaluates present organizational realization together with adequate viable-continuation capacity under declared conditions. This study gives the formal theory an exhaustively auditable five-state forest benchmark. Two history encodings are proved equivalent with preservation of lawful histories, viable continuations, capacity, and Health.

Detailed response capacity, coarse capacity, and declared Health induce an exact five-to-four-to-three-class information ladder. The complete census distinguishes information erased by the response representation from information retained by capacity but unused by the chosen Health requirements.

A conservative-refinement theorem establishes how richer capacity can recover a previously lost distinction while preserving all established Health judgments under an exact projection and adequacy pullback. Its formal guarantees apply to the declared finite set-valued semantic system; empirical calibration and probability-weighted capacities have separate requirements.
